This photo of the mill shows not just the nice cars that some mill workers' salaries allowed. It also shows that management had become more concerned with productivity. At that time, the going idea was that workers' productivity would increase if they weren't distracted by the view out the windows. That's why in this photo the mill windows have already been blocked out.
